Stakeholder Performance Domain

Identifying, analysing and engaging the people who affect or are affected by the project

The Stakeholder Performance Domain covers all activities associated with identifying, analysing, prioritising, engaging, and monitoring stakeholders throughout the project. Effective stakeholder engagement is one of the strongest predictors of project success — and one of the most common causes of failure when neglected.

The domain operates as a continuous cycle: identify (who is or could be involved or affected); understand and analyse (interests, rights, expectations, influence, attitudes); prioritise (which stakeholders need the most attention now); engage (work with them through information, consultation, involvement, collaboration, or empowerment); and monitor (relationships and effectiveness of engagement).

Desired outcomes include productive working relationships, stakeholder agreement on project objectives, and stakeholder satisfaction with project engagement.

Key Points

  • Stakeholder engagement is continuous, not a one-off planning exercise
  • Identification must include people who might be affected, not just active participants
  • Engagement levels run from unaware → resistant → neutral → supportive → leading
  • Power/Interest and Salience models help prioritise engagement effort
  • Engagement strategies range from inform to consult to involve to collaborate to empower
  • Resistance is often a signal of unmet needs — engage rather than override
  • Stakeholder agreement and satisfaction are leading indicators of project success
  • Cultural awareness is essential when engaging across geographies and disciplines
